The last time my client Pedro Garcia saw his 9-year-old and 7-year-old daughters was inside a Mexico City courtroom in April 2009.

Garcia, whose name has been changed for the purposes of this column, had resided in Mexico his entire life. When he married a U.S. citizen 11 years ago, they agreed to live in Mexico. True to their word, with the exception of some vacations, Garcia and his family resided in Mexico.
