Jeffrey Gardner was driving with defendant Khalif Dushan Akins as passenger, from New Jersey to Williamsport, Pa. when they were stopped for speeding and driving erratically. During the traffic stop, state trooper Cortes noted that the driver, Gardner, was extremely nervous, slurred his speech and could not make eye contact with him. Cortes found that neither defendant nor Gardner were the owner of the vehicle and that both men had prior criminal histories involving illegal drugs.
