If you want to know what the permit extension provisions of S.B. 1042 mean and, more importantly, what they do not mean, keep reading. I was present throughout the legislative process. Each time a comma was moved, I flinched. I have read and re-read this act more times than I care to admit.

It began with my wanting to help. Hearing the cries of developer clients, attorneys, engineers, architects, landscape architects and anybody else who had a shovel-ready project without the financing to buy the shovel, it was as obvious to me as it was to the rest of the development community: Development permits were expiring. Because of the down economy, developers and others who had run the land development gauntlet and obtained permits would soon have to suit up and go to war again, with little or no resources to fight a second battle.
