At a time of scarce public resources, the state Supreme Court last week pondered whether parents should be able to secure government subsidies after adopting a minority child, even though Pennsylvania law provides for such aid before the process is completed.

Justice Max Baer, who led family court reforms in Allegheny County as a Common Pleas judge, was the most active questioner during oral argument of Laird v. DPW and Johnson v. DPW. He said he thought the Commonwealth Court was wrong to find an exception to the general provision of the state law under the extenuating circumstances doctrine.
