SAN FRANCISCO — Roger Davis’ billable hours may not show it, but the financial crisis has transformed his practice. The head of public finance at Orrick, Herrington & Sutcliffe says a quarter of the deals he and his team typically worked on during the boom years evaporated during the recession. Land-based financings, funding for museums and other cultural nonprofits, tax increment financing targeted at underdeveloped or blighted areas, and affordable housing all but dried up.

But there was still work to do.
