The Commonwealth Court has ruled that police grievance arbitration awards are public record.
A unanimous three-judge panel reversed a Philadelphia trial court’s ruling granting a preliminary injunction to Lodge No. 5 of the Fraternal Order of Police to stop the city of Philadelphia from turning the records over to Philadelphia Newspapers LLC employee Wendy Ruderman.
