Taxpayer appeals of real estate assessments will become more adversarial and more transparent, promises Alan K. Silberstein, the newly installed chairman of Philadelphia’s embattled Board of Revision of Taxes.
The BRT, the judicially appointed board that hears taxpayers’ appeals of their property tax assessments and that previously conducted the valuation of properties, has come under withering heat in the last couple of years because taxpayers are not having their property tax values set at a universal rate and because there are other discrepancies in the tax rolls.
