Once upon a time, I worked at the U.S. Department of Commerce in Washington, D.C., in the newly reconstituted ship subsidy program. I think I got hired for the job because on my wall hangs a U.S. Coast Guard license to operate or navigate passenger-carrying vessels.
The first and only project I worked on was whether supertankers should be equipped with single or double hulls. I had a great interest in this subject, aside from my nautical experience, because of my J.D. thesis, which was titled “The Energy Crisis and Oil Imports.” The thesis was based on the fact that the United States was ending the oil import quota restrictions that had existed almost since the discovery of liquid gold in western Pennsylvania during the early 1900s.
