Philadelphia’s controller questioned in a report Wednesday the payments the City Law Department made to real estate tax collection law firm Linebarger Goggan Blair & Sampson, finding the department’s procedures for reviewing the payments were not up to par.

The law department has paid the firm $5.5 million in commissions on the collection of $47.6 million in delinquent real estate taxes during the two years covered in the report, titled “Review of Contract Compliance Procedures.” The review was done at the request of the law department.
