I was in court the other day and I noticed the assistant district attorney was talking to unrepresented defendants at the call of the trial list and working out plea agreements with them. Is that ethical?

The answer is no, it is not ethical unless the client has waived his right to counsel. This is a practice that is seen in many courtrooms throughout Pennsylvania where unrepresented clients appear.
