Shortly after Philadelphia City Solicitor Shelley R. Smith started working for the City of Philadelphia Law Department in 1992, the department adopted a more flexible model for solicitors’ work hours.

Instead of having to sign in at the beginning of the workday and sign out at the end of the workday, the department shifted to a more flexible model in which attorneys were simply required to work 75 hours every two weeks, Smith said. As long as the work gets done, the department doesn’t care where it gets done, Smith said.
