In today’s somewhat lethargic private construction economy, the importance of investment dedicated to public construction is increasing. Government-sponsored construction of schools, municipal and state buildings, stadiums, prisons and other public facilities, paid for by Pennsylvania taxpayers, have taken on increased importance to the regional and state construction economy.

The competition amongst and between contractors for public construction work is intense and frequently manifests itself in hotly contested bid challenges. But there is another unnoticed “second tier” of competition for public construction work, this one between the manufacturers and suppliers of construction products and equipment. The manufacturers of these products compete to have their product specified by the professionals designing the project. These products are typically named in project bid specifications, often by name.
