A robbery may be a normal, anticipated condition of working at a state liquor store, a sharply divided en banc panel of the state Commonwealth Court has ruled.

The panel found that the Workers’ Compensation Appeal Board had incorrectly affirmed the claim petition that a workers’ compensation judge had granted to Gregory Kochanowicz, a Morrisville, Pa. state store employee. Kochanowicz was robbed at gun-point while at work in 2008 and doctors later diagnosed him with post-traumatic stress disorder stemming from the incident.
