The House State Government Committee approved legislation that would require any state agency proposing a regulation to reach out to small businesses for their input on the cost of the implementing the regulation. In some instances, the agency would be required to develop an alternative, less expensive plan.
“On average smaller business spend 60 percent more to implement regulations than larger businesses,” said Kevin Shivers, president of the Pennsylvania National Federation of Independent Business.
