In the wake of the First Judicial District filing a legal malpractice lawsuit against its former counsel over a deal to construct a new Philadelphia family courthouse, a close reading of the 44-page complaint shows that an attorney for the courthouse’s one-time developer allegedly advised that the FJD’s counsel needed to fully disclose that he was on the other side of the deal.
Jeffrey B. Rotwitt, the FJD’s former tenant representative, and Donald Pulver, the one-time developer of the courthouse, have said that court leaders were aware of Rotwitt’s involvement in both sides of the deal, while Pennsylvania Chief Justice Ronald D. Castille, the liaison justice to the FJD overseeing the courthouse project, said he did not know about the arrangement.
