In a case of first impression, a Philadelphia judge has ruled that landlords must secure licenses from a city agency before they can collect back rent.
Judge David C. Shuter, writing in a Dec. 14 Philadelphia Common Pleas Court opinion in Goldstein v. Weiner , said that the Philadelphia Property Maintenance Code clearly states that no landlord may collect rent unless a valid license has been issued by the Department of Licenses and Inspections for his or her property.
