Pennsylvania has elected to move ahead with a state-run health care exchange, a marketplace where private health insurance companies compete with one another, along with government plans, to insure businesses and individuals.

The Insurance Department has applied to the federal government for $33 million to implement the exchange. The exchanges are a key part of 2010 federal health care reform law, and each state must implement one by 2014 or default to a federal plan.
