A federal judge has allowed the mother of a juvenile who was incarcerated during the Luzerne County judicial scandal to move forward with a RICO claim against the facility where her son was imprisoned.
The judge, however, dismissed the mother’s claims under the Civil Rights Act because they were barred by the statute of limitations, following a motion to dismiss from the detention centers.
