Pennsylvania State Police officers did not act with “anti-union animus” by disciplining two officers who advanced complaints of a superior’s trash disposal and launched their own investigation into that officer, the Commonwealth Court has ruled.

The Pennsylvania State Troopers Association, a union for the State Police, appealed to the Commonwealth Court listing a handful of reasons why the State Police’s internal disciplinary actions against Cpl. Gerald Williams and Trooper Joseph Plant — which were later rescinded — amounted to unfair labor practices.
