While many of my colleagues were glued to the first round of the NCAA tournament, I was astounded by the news announced by Gov. Tom Corbett that Shell Oil Co. is planning to construct a huge petrochemical complex in Beaver County in Southwestern Pennsylvania.

The American Chemistry Council estimated that more than 10,000 permanent new jobs would be created as a result of the facility in the region. In addition, Shell expects that another 10,000 construction jobs would be needed to construct the multibillion-dollar facility.
