WHEN WORD OF the Abu Ghraib prison scandal broke in 2004, criminal investigations ensued, military reports were leaked and fingers were pointed.
A report written by Maj. Gen. Antonio M. Taguba on the abuse investigations pointed to a certain civilian interrogator at Abu Ghraib who was responsible for directing some of the military police linked to the abuse. It was suggested that he was therefore responsible or knew what was happening, according to the report.
