A Harrisburg municipal authority must pay $19 million it owes for the use of a proprietary combustion technology installed in its garbage incinerator, U.S. District Judge John E. Jones III of the Middle District of Pennsylvania has ruled.
Debt incurred in developing the incinerator reported by media outlets to be $300 million led to a declaration of insolvency by the Harrisburg city government in 2011. Jones’ decision apparently deepens the financial hole created by the ill-fated project.
