The Administrative Office of Pennsylvania Courts issued a report on Thursday making wide-ranging recommendations to Lackawanna County’s guardian ad litem program, which has come under public criticism and federal scrutiny in the past year.

The 112-page report came after a yearlong review by the AOPC’s Judicial Programs Department, which had been requested by Lackawanna County Court of Common Pleas President Judge Thomas J. Munley, and includes 51 recommendations calling for increased oversight and reassessment of the entire GAL program, along with better data collection and record-keeping.
