Edward T. Long was the owner of Long Services, an official emission inspection station. On Feb. 4, 2011, William Obringer, a certified emission inspector employed by Long Services, performed an emission inspection on a Ford F-150 truck. The F-150 failed the emission inspection because the vehicle's on-board diagnostics computer was not ready to perform the emissions check.
