The public image of Philadelphia’s courts will be a major area of focus for Sheila Woods-Skipper, who was sworn in Nov. 21 as president judge of the Philadelphia Court of Common Pleas.
The investiture ceremony held at City Hall marked a changing of the guard in the court’s leadership, with Woods-Skipper taking the place of Judge Pamela Pryor Dembe as leader of the First Judicial District.
