A little-noticed provision in the $2.4 billion transportation funding law recently signed by Gov. Tom Corbett relieves the Pennsylvania Turnpike Commission of massive yearly payments to PennDOT, payments that have led to toll increases on the turnpike in each of the past five years.

The $450 million payments to help PennDOT with road, bridge and mass transit costs were required under Act 44 of 2007. Under the law, the turnpike was slated to lease Interstate 80, which runs along the northern tier of the state, and place tolls on the road that would fund transportation costs statewide. But in 2010, the Federal Highway Administration turned down the state’s request to place tolls on the road. The turnpike was stuck with the payments without the supporting toll receipts.
