A coalition composed of leaders of the Philadelphia, Allegheny and Pennsylvania bar associations has issued a report recommending the General Assembly appropriate $50 million more annually to fund civil legal services for the indigent.
In addition to the funding boost, the report also suggests that the state Supreme Court establish an access-to-justice commission “to study and implement measures to expand access to justice.”
