Misconduct charges that the Judicial Conduct Board brought against an Erie County judge last week highlight a growing trend of judges facing increasing scrutiny for demeanor- and behavior-based offenses, lawyers familiar with the disciplinary system said.

On July 7, the JCB charged Judge Stephanie Domitrovich with two violations of the Pennsylvania Constitution and four violations of canons in the Code of Judicial Conduct. The complaint alleged that Domitrovich failed to be courteous, failed to maintain professional competence and was “impatient, intemperate, belittling, overly-critical or disrespectful” to lawyers, litigants and witnesses. The complaint went in depth into several heated exchanges, and contended that, among other things, Domitrovich occasionally shouted at parties and was “dismissive,” “sarcastic,” “undignified” and “discourteous.”
