The co-owner of two juvenile detention facilities at the heart of the “kids-for-cash” judicial corruption scandal in Luzerne County has sued the other co-owner, that person’s former law firm and several others in a RICO action alleging he has suffered millions in damages because of the defendants’ alleged wrongdoing.

Gregory Zappala filed a 75-page complaint in the Western District of Pennsylvania on Friday against his former business partner Robert Powell as well as against The Powell Law Group and other individuals and law firms, alleging they concealed their illegal kickback scheme from Zappala, who faced several civil suits when the scheme came to light.
