Can judges provide letters of reference for clerks under the new Code of Conduct?
The answer is clearly yes under the new Code of Judicial Conduct that is in effect for common pleas and appellate judges in Pennsylvania. The appropriate rule is new Rule of Judicial Conduct 1.3. That rule is titled, “Avoiding Abuse of the Prestige of Judicial Office.” A judge is not allowed to abuse or use the judicial office to advance personal or economic interests of the judge or others.
