The NAACP has defeated the city of Philadelphia’s policies—both written and unwritten—for advertising in the airport.

When the National Association for the Advancement of Colored People submitted an ad related to its research campaign on America’s prison spending in 2011, the city, which runs the airport, rejected it. At that time, there was no written policy for approving ads for the airport. But, the NAACP challenged the rejection of its ad, and a year later the city had included a section about advertising in its rules and regulations.
