The Commonwealth Court has left it up to the Unemployment Compensation Board of Review to determine what circumstances can excuse claimants from the requirement to register for an employment search service offered by the state.

In a nonprecedential decision in Sharpe v. UCBR, a three-judge panel of the court vacated the board’s decision to deny certain benefits to a claimant because she failed to register for employment search services through the Pennsylvania CareerLink. The question of what conduct should excuse a claimant from the registration requirement is an apparent issue of first impression.
