Trial court erred in determining that Allegheny County Office of Children, Youth and Families failed to meet its burden of proof that terminating mother's and father's parental rights met the needs and welfare of the child pursuant to 23 Pa.C.S.A.§2511(b) and in requiring adoptive parent to sign a post-adoption contact agreement. Reversed and remanded.
