The three seats in the Western District of Pennsylvania that have been empty since the middle of 2013 might be filled by the end of the year.
Almost a year after a package of nominees for those seats was scuttled by a campaign against the nomination of a conservative lawyer to the bench, Pennsylvania’s senators appear to be getting ready to make recommendations to the White House.
