Philadelphia Mayor Michael A. Nutter has proposed an increase of nearly 10 percent in spending for the First Judicial District while keeping funding for the District Attorney’s Office largely unchanged.

Nutter delivered his final budget address to City Council on Thursday morning as the city stood in a state of emergency because of a winter storm. While Nutter’s remarks focused mainly on injecting more property-tax-driven revenue into the school system, his proposed fiscal year 2016 budget detailed bumps in spending across the board.
