Leaders of Philadelphia’s court system and District Attorney’s Office on Tuesday urged City Council to make adjustments to Mayor Michael A. Nutter’s proposed 2016 city budget in order to fund several criminal-justice initiatives.

At the top of Philadelphia Court of Common Pleas Administrative Judge Kevin M. Dougherty’s list at City Council’s fiscal year 2016 budget hearing was a proposed update of electronic monitoring services for defendants in criminal cases awaiting trial and those under house arrest. This upgrade, according to Dougherty’s testimony, will save the city money by reducing prison time for pretrial defendants as well as the overall prison population.
