Judge Luis Felipe Restrepo, who took the bench in the Eastern District of Pennsylvania two years ago after a relatively quick confirmation process, is facing what is shaping up to be a drawn-out march to the Third Circuit in the waning months of the Obama administration.

He was nominated to the appeals court last November in the first batch of nominations that came from the White House after the election that flipped Senate leadership to the Republicans.
