Schnader Harrison Segal & Lewis
William H. Brown III, senior counsel at Schnader Harrison Segal & Lewis, served as the fourth chairman of the U.S. Equal Employment Opportunity Commission. He was appointed to the EEOC in 1968 by President Lyndon B. Johnson, and named its chairman in 1969, a role he held until 1973. During his time at the helm, the EEOC interceded in the telephone rate case presented by AT&T to the Federal Communications Commission, secured enforcement powers granted to the EEOC, and established five regional litigating centers to handle complaints. Prior to his time with the EEOC, in 1963, he became a full partner in Norris, Brown & Hall, regarded as Philadelphia’s first African-American-owned law firm. He went on to serve as chief of the fraud unit and as deputy district attorney in the Philadelphia District Attorney’s Office. In 1985, he chaired the Philadelphia Special Investigation Commission that investigated the MOVE bombing in West Philadelphia. Over the course of his lengthy career in equal employment law, he has been a mediator for the U.S. District Court for the Eastern District of Pennsylvania and arbitrator for the American Arbitration Association. He served on Schnader Harrison’s executive committee from 1983 to 1987, and still practices labor and employment law. A Philadelphia native, he earned his bachelor’s degree from Temple University and his law degree from the University of Pennsylvania Law School in 1955.
