The Commonwealth Court has rejected claims that amendments to the Municipal Claims and Tax Lien Act imposed unconstitutional new taxes by passing along legal fees to delinquent taxpayers.

A three-judge panel of the court in Iacurci v. County of Allegheny denied a putative class action suit against Allegheny County and a tax lien collection company. The suit challenged the constitutionality of modifications to the MCTLA done through the Act of Aug. 14, 2003, which is also known as Act 20.
