I read an opinion of the Pennsylvania Bar Association’s Legal Ethics Committee concerning ethical responsibilities of both the prosecutor and defense counsel for early accountability programs. Is it correct?

The Pennsylvania Bar Association’s Legal Ethics Committee issued Formal Opinion 2014-500 on Nov. 20, 2014, titled “Ethics Issues Related to Early Accountability Program.” It is apparently directed at York County. In essence, it finds it unethical for both defense lawyers and district attorneys to offer early pleas unless there is discovery available and full opportunity to review.
