A York County magisterial district judge has been charged criminally for allegedly groping a woman who had appeared in his court, and making inappropriate comments to other women who had also appeared before him.
State Attorney General Kathleen Kane announced Aug. 7 that MDJ Jeffrey Scott Joy had been charged with misdemeanor counts of official oppression, indecent assault and harassment. The complaint accuses him of licking the breast of one woman without her consent, and making inappropriate comments to two other women.
