The Administrative Office of Pennsylvania Courts commissioned a personnel report that suspended Justice J. Michael Eakin plans to introduce as an exhibit at his upcoming ethics trial before the Court of Judicial Discipline. The report, issued Dec. 23, according to Eakin’s pretrial memorandum, was written by Kathy Speaker MacNett, a Harrisburg ­employment lawyer.

The report, which a spokesman for the AOPC called a “personnel matter,” is a private document and the lone surprise in the pretrial memos filed this week by Eakin and the Judicial Conduct Board ahead of a pretrial conference set for Jan. 21. The AOPC said it could not comment on the subject of the report.
