The completion of every phase of a construction project ought to bring a sigh of relief to the property owners and their attorneys. In many cases, however, every phase of completion brings a new slew of claims from subcontractors and sub-subcontractors who haven’t yet been paid.

Ideally, the owner of a construction project shouldn’t have to deal with payment claims, presuming it already paid the general contractor. The general contractor then is responsible for paying its subcontractors, and each of the subcontractors is then responsible for paying any sub-subcontractors they hire.
