W. Phila. Achievement Charter Elementary Sch. v. Sch. Dist. of Philadelphia, PICS Case No. 16-0246 (Pa. Feb. 16, 2016) Saylor, C. J., Baer, J., dissenting (26 pages).

The court held that §696(i)(3) of the School Code was unconstitutional because it violated the nondelegation rule of the state constitution and that the Philadelphia School Reform Commission’s actions in suspending parts of the Charter School Law were null and void.
