The Commonwealth Court has reversed two orders that precluded the Centre County government from responding to open records requests related to the District Attorney’s Office, stating that a district ­attorney’s ­office is not a judicial agency.

A five-judge en banc panel ruled Tuesday that the Centre County Court of Common Pleas erred in granting preliminary injunctive relief to District Attorney Stacy Parks Miller. The orders were issued by a visiting judge, Huntingdon County Senior Judge Stewart L. Kurtz, and resulted from a dispute over the county’s production of phone records that showed communication between the District Attorney’s Office and judges.
