Philadelphia court officials have identified a backlog of at least 600 pending Post-Conviction Relief Act cases sitting in the court system, and exacerbating the problem is the fact that there are fewer than 10 attorneys on the list of court-appointed counsel who are equipped to handle these cases.

According to First Judicial District Administrative Judge Jacqueline Allen, court officials have “triaged and identified” about 600 PCRA cases with first-time petitions making colorable ­arguments. Allen told the bar that fewer than 10 attorneys in Philadelphia are on the list of ­court-appointed attorneys certified to handle the cases.
