Last week the General Assembly sent Gov. Tom Wolf a fiscal code bill, HB 1589, with enough votes to override a veto. On March 25, Wolf vetoed an earlier fiscal code bill, HB 1327.

The fiscal code legislation complements the budget bill; it’s a directive for how money should be spent. With HB 1327, the governor objected to, among other provisions, one that would delay the state implementation of the EPA’s Clean Power Plan. That provision is not in HB 1589.
