The House last week considered on second consideration legislation, HB 1999, that will almost certainly be the vehicle for the spending plan for Fiscal Year 2016-17. The measure could go to the Senate this week.

With November elections looming, lawmakers at all costs would like to avoid the budget fiasco from this year, (the spending plan wasn’t completed until nine months into the fiscal year). Some legislative sources said members are even trying to get a budget to Gov. Tom Wolf by the end of May, giving them a month before the end of the fiscal year to work out any disagreements.
