Gov. Tom Wolf has acquiesced to the Republican-controlled General Assembly, and increasingly to a handful of Democrats, on budget items: he allowed the completion of the 2015-16 budget and a related fiscal code bill to become law without his signature.

But he plans to veto the legislation, “Protecting Excellent Teachers Act,” that would change the way teacher’s are furloughed when school districts downsize. Currently it’s based on seniority. The last in is the first to leave. But a bill before Wolf, sponsored by Sen. Ryan Aument, R-Lancaster, and Rep. Steve Bloom, R-Cumberland, would base furloughs on performance.
