Gov. Tom Wolf removed a potential hurdle from what has so far been a relatively smooth budget process. He announced last week that he would not insist on new broad-based tax increases, which could include sales, personal income or business taxes. His insistence on tax increases, with Republican lawmakers’ resistance to them, was one of the big reasons the budget was delayed nine months this fiscal year.

And legislative leaders from both parties announced that they were both close to a total spending number—$32 billion—and an increase in basic education in the range of $200 million.
